What are DBE and ACDBE Programs?

A Disadvantaged Business Enterprise (DBE) and Airport Concession Disadvantaged Business Enterprise (ACDBE) is a for-profit small business:

  • That is at least 51% owned by one or more individuals who are both socially and economically disadvantaged; and
  • Whose management and daily business operations are controlled by one or more of the socially and economically disadvantaged individuals who own it; and
  • That meets eligibility requirements stated in Code of Federal Regulation, 49 CFR Parts 23 (for ACDBE Program) and 26 (for DBE Program).

Objectives

The objectives of the Key West International Airport and Florida Keys Marathon International Airport DBE/ACDBE Programs include:

  • Ensuring nondiscrimination in the award and administration of contracts;
  • Creating a level playing field on which DBEs/ACDBEs can compete fairly for contracts;
  • Ensuring that the DBE/ACDBE programs are narrowly tailored;
  • Ensuring that only firms that fully meet the eligibility standards are permitted to participate as DBEs or ACDBEs;
  • Helping remove barriers to participation of DBEs/ACDBEs in contracting;
  • Assisting in the development of firms that can compete successfully in the marketplace outside the DBE/ACDBE Program; and
  • Expanding opportunities for small business.

FAA FY 2017-2019 DBE Goals

The Key West International Airport and the Florida Keys Marathon International Airport have established Disadvantaged Business Enterprise (DBE) programs and an Airport Concession Disadvantaged Business Enterprise (ACDBE) programs in accordance with regulations of the U.S. Department of Transportation (DOT), 49 CFR Part 26 and 23; respectively. The following are the average DBE and ACDBE goals established for the three-year period of FAA Fiscal Years 2017 – 2019:

For the Key West International Airport:

  • Ensuring nondiscrimination in the award and administration of contracts;
  • DBE Goal is 9.1% of the federal financial assistance that the Airport will expend in DOT-assisted contracts;
  • ACDBE Goal for car rental concessions is 0.02% of the total gross receipts of car rental operations; and
  • ACDBE Goal for non-rental car concessions is 1.16% of the total gross receipts of non-rental car concessions.

For the Florida Keys Marathon International Airport:

  • DBE Goal is 4.8% of the federal financial assistance that the Airport will expend in DOT-assisted contracts; and
  • ACDBE Goal for car rental concessions is 0.02% of the total gross receipts of car rental operations.
